Gen 1:1
In the beginning God created the heavens and the earth.
Gen 1:2 The earth was without form, and void; and darkness was on the face of the deep. And the Spirit of God was hovering over the face of the waters.

We are not told why the Earth was created empty, formless void and dark, but sufficient to say this is the first step in the creation of the Earth. The raw elements were created, yet unformed, the designs of God yet to be imprinted on the basic materials. The Holy Spirit was hovering over the dark, formless Earth. Today, the same is true. The Holy Spirit is hovering over all forms of formlessness and emptiness. He hovers over all darkness, waiting for the Word of God to be spoken, in grace and power, pronouncing the answer, not teaching about the problem, or trying to pave a path for people, but rather a creative transforming miracle of creation. Wherever there is chaos, confusion, darkness, the Holy Spirit is hovering over it, waiting for us to speak the Word of God to bring light and life.
People who are barren and in a wasteland life, empty in themselves, have the Holy Spirit hovering over them. This is an ultimate purpose of prayer – to declare the Words that harmonize with what the Spirit is wanting to bring and then He acts to materialize the Word. It becomes flesh, the Word incarnate.
We must look to the Lord to speak what He tells us to speak.
God does not hover over darkness to condemn it, but to bring light and life.
The word hover is used of a bird brooding over her eggs to hatch them.

We must hover in prayer with the Spirit without judgment but with vision and faith and proclaiming the Word of God over those situations of darkness, chaos and confusion He has called us to. We must continue to hover until the breakthrough. We hover in prayer with our imagination, seeing the finished result through prayer and faith.
We hover in prayer with our words, speaking of the situation  we desire as a completed reality.
The word hover is used of a bird brooding over her eggs to hatch them.
We incubate the situation until it hatches like the eggs of a bird. It takes time until they are fully formed. The warmth of our hovering is the very thing that brings the eggs to hatch.
The Spirit does not bring chaos but order, not confusion but clarity, not darkness but light, not emptiness but fullness, not wasteland but fruitfulness, not lack but abundance.
We live in the age of the Holy Spirit. The New Testament does not exist without the work of the Spirit. He is core and essential to the working of the New Covenant. It is the covenant of the Holy Spirit enacting in us all the reality of what the Word has declared.
